Abstract This study empirically evaluates a manpower estimation approach using public CM fee standards as a baseline. A normalized baseline estimation system was constructed by formalizing the MOLIT CM fee standard (PRG) logic. The study then incorporated qualitative factors derived from a prior AHP-based framework, including project complexity, owner requirement level, and CM scope, into an extended regression model. Field data from 34 private CM projects were collected, and 31 valid observations were used for multiple regression analysis. The baseline regression model using construction cost and duration yielded R² = 0.438, whereas the extended model incorporating qualitative factors achieved R² = 0.691. Prediction error comparison showed that the extended model produced lower MAPE, RMSE, and MAE than the cost-proportional and PRG replica approaches. These results indicate that private CM manpower estimation cannot be adequately explained by scale variables alone and that qualitative project characteristics and service scope should be systematically reflected. The findings provide an empirical basis for improving private CM fee standards through a structure combining public-standard reproducibility with flexible adjustment mechanisms for private-sector project characteristics.
